The second sentence in the preamble reads:
”Whereas disregard and contempt for human rights have resulted in barbarous acts which have outraged the conscience of mankind, and the advent of a world in which human beings shall enjoy freedom of speech and belief and freedom from fear and want has been proclaimed as the highest aspiration of the common people,”
This was written and agreed just after the WW2 and it seems as if we still have to expect a world of freedom. This should be the highest aspiration of the common people. The question is if it exists a common conscience of mankind. If ‘want’ may be understood as poverty, then UN have succeeded more than expected. After WW2 we in the west believed that democracy had won the fight. That was too optimistic and today, 70 years later, the democracy is far from a victory.
